NAME |
| The name of the organization shall be the Atchison County Community Middle School Site Council, hereafter referred to as the Site Council. |

PURPOSE |
| The purpose of the Site Council shall be to: |

|
REPRESENTATION & MEMBERSHIP
The Site Council shall, as required by Kansas law, have the following groups represented:
Principal (1)
Teachers (3)
Other school personnel (1)
Parents of pupils attending school (4)
Business/Community groups (3)
With the number in parenthesis representing the minimum representation from each group, the Site Council shall consist of no fewer than twelve members.
SELECTION PROCEDURE
The building principal shall recommend appointments to the superintendent and board of education. The board shall approve all appointments.
TERMS OF SERVICE
All appointed members of the Site Council shall serve a two-year term, commencing on August 1 of the year elected and concluding on July 31 two years following. Any member(s) may be considered to succeed themselves upon the recommendation of the majority of members present at the final meeting of the school year and with concurrence from the building principal.
The Site Council may establish committees made up of staff, parents, business leaders, and other citizens to study specific issues and make recommendations to the council. These committees will not be permanent and will have no responsibilities beyond those outlined by the Site Council when established.
Membership on the council shall terminate when a member:
No longer has a child enrolled in the school or no longer lives in the school attendance area (parent position only),
No longer holds the principal's position at the school (principal's position only),
No longer holds a teaching position at the school (teacher position only),
Misses two consecutive scheduled meetings without proper notice to the chairperson, or
Submits a letter of resignation to the chairperson.
If a vacancy exists, the chairperson, vice-chairperson, or the principal shall recommend an appropriate replacement to the superintendent and the board of education. If approved, the person shall finish the balance of the unexpired term. If the board does not approve the recommendation, the board may direct the superintendent, the council chairperson, or the building principal to present another recommendation.
OFFICERS
The officers of the Site Council shall consist of a chairperson, vice-chairperson (as needed), and secretary. The officers shall be elected annually by a quorum of the full Site Council membership present at the Summer Workshop meeting. At no time shall exclusively all educators or parents hold these elected positions. An ex-officio member of the Site Council is not eligible to be an officer of the Site Council.
DUTIES OF OFFICERS
The chairperson/vice-chairperson shall preside at all meetings and have general supervision of the activities of the council. The chairperson/vice-chairperson shall work with the principal with the planning and direction of the council's activities including monitoring committee progress.
The chairperson/vice-chairperson, in consultation with the principal, shall:
Prepare an agenda for all council meetings,
Arrange for the agenda to be delivered to each member one week prior to each scheduled meeting,
Have the authority to modify the agenda if it is determined to be in the best interest of the Site Council's work, and
Appoint temporary or standing committees as needed and serve as an ex-officio member of all committees.
The secretary shall:
Keep an account of the proceedings and transactions of all council meetings,
Type the minutes which should include time, date, location, and members present,
Send a copy to the chair for inclusion with the next meeting's materials,
Submit a summary of the meeting (unofficial minutes) for inclusion in the Tiger Growl and the district newsletter,
Upon Site Council approval, submit an official copy of the minutes to the clerk of the school board for filing,
Prepare any official correspondence that the chair may request;
Maintain a Site Council file in the principal's office containing copies of minutes of meetings, Site Council correspondence, annual school report, and current Site Council guidelines; and
Maintain a list of council members with current telephone numbers, addresses, and e-mail addresses.
SCHOOL BOARD REPORTS
The Middle School principal and/or designee will give an oral report of the Site Council meeting summary at the monthly school board meetings. The board clerk will include a copy of the Site Council minutes for the previous month in the board packets on a monthly basis. The Site Council will provide a written annual report to the school board in June of each year. This report will be filed with the clerk of the board.
MEETINGS
The Site Council shall meet on the fourth Monday of every month (August - May) in a designated first floor classroom. The May meeting shall (1) finalize the business of the current school year, (2) consider the membership of the Site Council for the following school year, and (3) schedule a summer workshop for the purpose of organizing for the upcoming school year. The chairperson may call special meetings with 48 hour notice to Site Council members and those who have requested notice of council meetings.
QUORUM
A simple majority of the Site Council membership will constitute a quorum. A quorum must be present to conduct business. Unless otherwise agreed, a majority of a quorum will be sufficient for adoption of any motion. All Site Council meetings are open to the public and members of the public shall be encouraged to attend. Persons desiring to speak at a Site Council meeting may do so during the "Visitors Comments" section of the agenda or they may request to be placed on the agenda two weeks prior to the next meeting. The Site Council shall follow designated meeting procedures (Roberts Rules of Order).
TRAINING
An orientation session that includes information about Site Council roles, responsibilities, and function as well as information on school and local policies and procedures shall be held every August for all newly appointed Site Council members. All Site Council members should attend training sessions sponsored by the district. Subject to board approval, Site Council members are encouraged to attend training sessions sponsored by other agencies at district expense.
AMENDMENTS
These guidelines shall be reviewed annually. Recommended changes shall be forwarded to the superintendent for school board approval. If approved, said changes shall become effective immediately and shall be filed with the clerk.
SELF-EVALUATION
The Site Council shall conduct an annual self-evaluation process at the May meeting.
